Is it fair to evict someone for flooding your apartment?

To summarize, my upstairs neighbor recently rented to a new tenant, and on their second day, they left a water filter running for about 1.5 hours, resulting in extensive flooding. While I understand that accidents happen, this seems like a case of clear negligence. How would you handle this situation?
